The Mini-1003 addresses all the questions an Underwriter would want to know before a decision could be rendered. There's no need in taking an entire 1003 for a prequal since most will not become applications anyway. That's a waste of everyones time. But there is much neccesary information on that 1003 that needs to be asked before you can really be sure if they qualify.
